Today, a government committee in the state if Illinois is holding a hearing on THR.  We should not expect anything to come from this since it is part of a series sponsored by RJR, with one expert testifying to a closed meeting which has demonstrated little traction in the past.  They have failed to bring in the consumer perspective that a decade of failure coupled with CASAA’s successes has demonstrated is needed to turn the science into effective persuasion.  (This is especially a shame since hundreds of vapers — living proof of the effectiveness of THR — are currently gathering in Chicago for VapeBash and would have been happy to drop by.)

Pretty amazing that Chantix is still on market and it does not seem to matter how bad the side effects are.  Now they are saying it causes heart problems as well. I think smoking cigarettes would be a safer alternative to taking Chantix.  FDA does absolutely nothing about this product and goes after e-cigarettes.

What is an e-cigarette?

An electronic cigarette is a rechargeable battery powered personal vaporizer (PV) or inhaler, often in the shape of a cigarette. It can contain either flavored nicotine liquid or refills with no nicotine. The nicotine strength can also be varied according to the user's requirement. The refill fluid is called e-liquid. There are many types of e-cigarettes including some that do not even look like a cigarette. Proceed to the forum to learn more.

Ecigarettes is the modern way to obtain nicotine, or not, without all the ingredients of a standard cigarette and an alternative to smoking tobacco products. They can also be used without nicotine. The refill liquids contain about half a dozen ingredients that are all licensed for human consumption and considered acceptably safe, compared to the 5,300 ingredients discovered, so far, in cigarette smoke of which many are known to be toxic and/or carcinogenic.

How do e-cigarettes work?

All ecigarettes have a rechargeable battery or batteries, an atomizer coil (heater) which is heated by the battery, and a cartridge containing refill liquid. In some models the last two components are combined. When the switch is pressed, or in the case of auto models, when air is pulled through, the heating element vaporizes the liquid and produces a mist. You draw or pull air through it just like a tobacco cigarette.

Why use an e-cigarette?

The main reason is consumer choice - simply put, as an alternative to tobacco cigarettes. The idea is to obtain the nicotine, or not, in a cool mist with a few well-known ingredients that are all approved for human consumption, instead of inhaling the smoke from burning tobacco and other materials.

Who can use an e-cigarette?

Electronic cigarettes are allowed to be bought and used only by people over the age of 18.

Can I use e-cigarette anywhere?

No. Some states and cities can and may introduce by-laws that can prohibit their use indoors. Building owners may have to right to permit or prohibit the use.
Be polite. Please check before using.

Are e-cigarettes healthier?

There are no long-term clinical trials or any other research that could verify or disprove such a statement. They were first introduced to the market in 1995 and have only been widely used for a few years. However, many people regard the decision to inhale a cool vapor as an alternative to tobacco products. This is a personal choice to ether continue smoking regular cigarettes or switch to something less expensive, less smelly and non-harmfully.


Is nicotine harmful?

No. Nicotine is not the harmful ingredient in tobacco. It is the particulate matter in burning material (tobacco/smoke) that may be harmful. The smoke, particulate matter and other ingredients that may cause lung cancer, heart disease and many other illnesses.

Without the smoke, 'smoking' is likely to be far less harmful, as nicotine may be as harmful as the caffeine in coffee. Nicotine is best avoided by those who are pregnant or have heart disease. You may want to avoid it if you also do not take caffeine or alcohol by drinking coffee, tea, wine or beer. Like these substances, it should probably not be started in the first place. Some people however find their lives are dysfunctional without nicotine, and an electronic cigarette is probably as good a way as any to supply it.

Are ecigs hard to buy? What about shipping?

Ecigarettes can be bought online or perhaps in a local store or bar. They are shipped overnight by many suppliers (check shipping arrangements and costs before purchase). Postage is as per normal consumer products. Except for a very few countries, and you know the sort, international postage is usually no problem even where sales are prohibited.

North Carolina: RJ Reynolds-Sponsored Bill to Restrict Online Sales of E-Cigarettes -- HB 864 / SB 630

If enacted, this bill would:
- Require all retailers of "vapor products" (e-cigarettes) in North Carolina who sell via the Internet to purchase expensive age verification software at a cost of approximately $600 a month.

As recently exposed in the Daily Caller, tobacco company R.J. Reynolds has been using its political power in several states to get legislators to submit bills that would ban sales of e-cigarettes to minors.  CASAA supports banning sales of e-cigarettes to minors, but as seen in Oklahoma and Rhode Island, R.J. Reynolds' bills have sought to do far more than restrict sales to adults.

These North Carolina bills would likely force many small North Carolina businesses who sell e-cigarettes on the Internet to raise their prices, thus creating an incentive for consumers to use retailers located in other states.  This move comes despite there being no evidence that any significant minors are using e-cigarettes or that they are obtaining them using the Internet.

HB 864 and SB 630 are both currently awaiting hearings before the House Judiciary Subcommittee B (HB 864) and the Senate Health Care Committee (SB 630). If you are from the North Carolina area and think you could attend and testify at a legislative hearing on this subject, please e-mail us at board@casaa.org with "North Carolina Testimony" in the subject line.

North Carolina residents should also contact their own representative and senator via e-mail and phone to oppose these bills. Click here to find out who represents you in the North Carolina Legislature.
Please call, write or fax the members of the House Judiciary Subcommittee B and Senate Health Care Committee below and say:
1. You support prohibiting the sale of e-cigarettes and other nicotine-containing products to minors, but do not support HB 864 and SB 630 in their current form.

2. Express your concern about Section 14-313(b2) of the bill, which would add a new provision to North Carolina law to unnecessarily restrict Internet sales of e-cigarettes.  These provisions would cost North Carolina small businesses more than $7,000 each year.

3. Note that it is suspicious that R.J. Reynolds, which does not sell via Internet, is asking North Carolina legislators to regulate Internet sales.  This appears to be a case of R.J. Reynolds acting to protect itself against competition.

4. Explain that the restrictions would place North Carolina e-cigarette vendors at a competitive disadvantage by instituting a system that will impose significant costs for compliance. Note that the legislation would also overly burden consumers by requiring a verification be performed every time a customer buys from a vendor.

5. Tell the legislators that restrictions on online sales were instituted for two reasons: (1) Cigarette companies blatantly marketed to kids; and (2) Online sales were being used to evade taxes. Because there is no evidence that a single child has been sold an e-cigarette online and e-cigarettes are not taxed in North Carolina, there is no reason to implement such an onerous provision.

6. Explain that these restrictions  only serve to protect the market share of cigarette companies.
